Dr. Eustis chances upon a battered body under a wharf in Boston Harbor. Has murder found the doctor again?

It is 1786 and the Revolutionary War ended three years before. The new nation is striving to develop its identity and prosper. Shipping is growing, entrepreneurs are back in business and Boston Harbor is thriving again. But murder? Not in proper Boston!

Dr. Eustis tries to identify the body, the first of several sodden discoveries. Who were these men and why have they drowned? Or could it really be accidental or some conspiracy?

His dear friend, Samuel Adams, Jr. is there to consult. The doctor's large family of six sisters and brothers all living together in the family home give him support. Elijah Eldredge, and Noah Royall, his former assistants return from their explorations in the far western reaches of Ohio. Also joining the family household is Sally Edwards, an orphan discovered on Boston Common.
