In the aftermath of the Titans' destruction of Philadelphia, rival gangs have taken control of what's left, hoarding all resources while the few remaining citizens duel for scraps.

After the assassination of the city's former mayor, a friend asks Kerry to help investigate the mysterious circumstances, not knowing that the mayor possessed secret information regarding a lost treasure. While the vile Freedom Brothers gang works to redevelop the site of Independence Hall, Kerry must risk his life to uncover the truth.

A prophecy from the Oracle of Delphi sends him to Greece, where an ancient artifact leads him into conflict with the Titans, who remain loyal to Erebus, the One True God of Darkness.

The fate of the city and the entire world hang in the balance as Kerry seeks to defeat the gangs and restore order while he reconnects with the Phoenix.
