In October 2020, the United States of America is beset both by foreign agents abroad and moles at home, some conceivably imbedded at the highest levels of our government. Our national interests verge on being compromised. Major Mike Carver, USMC, an NCIS agent, is hindered by an erratic Administration that is seemingly more intent on overthrowing its own democratic form of government than countering foreign threats openly on display. Despite these challenges, he is determined to uphold his oath of office. That oath reads in part '...I do solemnly swear that I will support and defend the Constitution of the United States against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same...' His commitment, freely given, was not to any individual but to the Constitution of the United States. Although he knew this could entail refusing to execute unlawful orders from superiors, he didn't immediately recognize the reality of defending such an act.
