Research on the Theory and Practice of Establishing a Legal Society in Ningxia

Since the 18th CPC National Congress, the party Central Committee with Xi Jinping as general secretary has reviewed and considered the situation. In the face of the increasingly complex domestic and international environment, a number of reform measures have been put forward.In particular, the third, fourth and fifth plenary sessions of the 18th CPC Central Committee have made strategic arrangements for major issues concerning China's reform and opening up.Comrade Xi Jinping issued a series of important expositions on governing the country according to law in an all-round way with ambitious objectives, rich connotation and profound thinking, which provided the basic guidelines for promoting the building of a socialist country ruled by law.The Fourth Plenary Session of the 18th CPC Central Committee proposed the goal of building a socialist legal system with Chinese characteristics and building a socialist country ruled by law. It proposed that a complete system of legal norms, an effective system of implementing the rule of law and a strict system of the rule of law, as well as a strong law governance system should be formed in the construction of a country ruled by law. A sound system of laws and regulations within the party should be formulated.We should adhere to the principles of governing, ruling and administering the country according to law. We should adhere to the integrated construction principle of building a state, government and society with adequate legal systems. We should achieve scientific legislation, strict law enforcement, fair judiciary and universal law abiding, promoting the modernization of national governance system and ability.These important expositions offer us the direction to establish a Ningxia with adequate legal systems.In order to implement the spirit of the 'Decision' of the Fourth Plenary Session of the 18th CPC Central Committee, the party committee of the Ningxia Hui autonomous region promulgated the 'Opinions on the Implementation of the Decisions Made in the Fourth Plenary Session of the 18th CPC Central Committee, Fully Promoting the Establishment of Legal Systems'. This document put forward the specific tasks and objectives of ruling Ningxia by law and laid out a beautiful blueprint for the rule of law in Ningxia.
