Delusion is a condition of the mind and heart, a state of being in which deception rules. It is not just a matter of being deceived - we all suffer from being deceived to some level. Rather, when deception rules the heart, when deception becomes the norm, when a lie is accepted as the truth and held onto at all costs - that is delusion.
