Director Jack Coleman of the CIA has been studying a list of thefts that occurred all across the globe, masterminded by terrorist financier David Lochville. Working with Sir Walter Laurie from the United Kingdom, leads him to suspect an imminent attack on US soil.
When Coleman and Laurie's only witness is brutally assassinated in South Africa, Blake joins forces with Coleman to try and convince the intelligence community to take action.
After Blake and Coleman failed to convince the US intelligence community of a credible threat, it is up to the two of them to prevent a catastrophe.
